Apart from ensuring that the cooling slots are free (no dust or lint - clean with a new paintbrush if necessary) and the device is on a solid surface, you can do nothing.
Please note, however, that programs may also show a higher temperature than is actually available and it also depends on where the temperatures are recorded.

That depends on the processor. Some also do more. However, it is normal for the processor to constantly break the temperature limit during gaming because it always runs at 100% when it reaches certain fps. Pure gaming laptops are absolutely NOT designed for longevity, the manufacturers expect a maximum service life of 3 years, which is more than most endurance. ^^
If he always has 100% gaming, then something is wrong, because the cores always fluctuate.
