Is USB port continuously powered?

I have an acer aspire e5-573g this laptop has 3 USB ports a USB 2.0 and 2 USB 3.0 ports. The lower left USB 3.0 port is continuously supplied with power. My USB hub is usually attached to this. This shines continuously, which is very annoying at night. I don't really want to take off the USB hub every time. I can also not plug the USB hub into the other port, because my external hard drive hangs there and stays lit when I plug it into the port. I would like to know what can cause this and how I can prevent it.

If I remember correctly you can (under windows) make the USB settings under the power settings (power options)

The following applies to some laptops: Somewhere in the BIOS or UEFI you can set whether a certain USB port receives power even when the device is switched off. Instructions in the device manual.
