I got Fallout 4 yesterday and I'm ready to get out of the vault. In the Vault, the game was partially tagged, but now that I'm out, it's almost impossible for me to play. My laptop is also extremely slow and really bad, but actually it meets the requirements (according to the Fallout website). I play on an Acer Aspire E17 with 4GB Ram, Intel Core i3-6100U and Intel HD Graphics 520.

It's clear that you won't get a smooth game with this thing.
These minimum requirements are always very deep. You should have at least the "recommended" hardware
So it certainly doesn't meet any minimum requirements… Maybe you're lucky and you can still return the game. Nothing runs on it.
All settings to the lowest, if that doesn't help, newer PC, I think the part is already below the minimum requirements that have always been very low.
If you can't buy a new PC then play one of the older Fallout parts (3, NV)
Fallout 4 needs a lot of power. On my laptop I have to set everything to low, even if GTA 5 is running on medium there, so just turn the settings down a bit.
