Booting a laptop without an operating system with a USB stick?

I have an old laptop with no OS. I would like to boot it with a Windows USB stick, but the F12 key is only available for "boot from LAN". It is the BIOS version F. 16. Yesterday I somehow managed to open the windows installation program. Now it doesn't work anymore.
