If I connect an external hard drive to another PC / laptop and there's a game on the external hard drive, I can then play it on the pc / laptop or do I have to reinstall the game

If the whole game is on the hard drive with all files and the start shortcut refers to the files on the external hard drive, it works without any problems

It depends on the game / program. There are "portable" programs and games that basically only use files and components within their folder, and others that need to be installed.
