Limited connectivity - mobile hotspot - laptop?

I always connect my cell phone to my laptop via a mobile hotspot and so far it has always worked great, signal full strength and suddenly there's only limited connectivity. IP address and DHCP are obtained automatically. Wi-Fi approval is granted, why is it on the cell phone or laptop and what could I do?

I think it's Windows, there was an update right?

How should I update without the internet and what changes?
