Problems with laptop after Windows 10 update?

I installed the new Windows Update a few weeks ago on my 2nd laptop and since I downloaded this I can get to the login screen, I can log in there as well, but then I come to the homescreen, but see the installed applications disappear a few seconds and then come back, then it goes on without end.

I also can't open any apps, sometimes the hotbar and the windows button links down but it does not respond to the clicks.

Does anyone have a solution proposal? I'm not even in safe mode without that I use the menu, there's a keyboard shortcut that works without any other?

You should keep your pc / laptop under cold water for an hour and then in warms for a minute, that will put off your laptop so cheeky.
