Can you mark someone on Instagram on the laptop and write the caption?

No, that is not possible until now, just like uploading pictures.
There was a third-party provider (Gramblr), which made uploading, marking and writing captions possible, but this was never possible via Instagram itself.

As far as I know there are still services like Gramblr, but they are chargeable.
