Enable Windows Hello (face detection)?

I have a "FastAccess Anywhere face recognition" on my laptop (Dell Inspiron 15 5000 Series) and would like to use this face recognition feature. Hello is on Windows Hello "Windows Hello is not available on this device" Now I have added a special PIN (usually have always password) and now there's still not available. Why?! How do I activate this?
