What does this designation mean on the board (notebook)?

I would like to replace the 2x4GB RAM of a Dell Latitude 6520 with 2x8GB RAM. According to my research, the planned upgrade should be compatible with the notebook. Now the currently still built RAM u.A. Labeled as follows on the board:
4GB.2Rx8.PC3-10600S-9-10-F2.1333

The term PC3 is a DDR3 design, right? Now it still depends on the frequency indication - on the Internet, this RAM design with 1600MHz or 1333MHz is offered.

My questions:

Does the "1333" in the label on the board point to the 1333MHz or is it random?
Does the frequency ever play an important role?

1333 means the clocking, or the effective clock.

And yes, that's very important. The frequency indicates how many operations per second can be made. The more, the better. See Frequency for CPUs.

The said Latitude can also 1600 MHz

PC3 means DDR3 here. More specifically, it is about a PC3-10600 module. The 10600 are the transfer rates per 64-bit. That's just 10.6 GB / s
