Yes, simply to a USB port. But then of course the laptop battery is empty faster.
You will have a combination cable. For socket or individually USB. Via USB you can use the laptop. But it hardly makes sense.
Just take a mobile phone charging cable, if your power bank has a USB C input, simply plug the normal USB end of the cable into the laptop and the USB C end into the power bank
