What do you think, can I use it to charge my notebook (HP Envy 13 ah0700n)? This is unfortunately not possible because your power supply also has a certain wattage to provide your laptop with enough power to use it at all.
A too low voltage ie 5 volts will ensure that the battery is not charged or damaged in the long term.
Only with the new MacBook is it possible to charge the device via USB c

Then plug it in the best way to a charger from a mobile phone and when it loads then it works well with the Powerbank👍
