A used business laptop fully meets your needs. 1.5 years ago I bought a Lenovo X230, 8 GB RAM, 250 GB SSD, Win10 64 Pro for 190 euro. It has everything you need for the purposes mentioned, so there's no need to upgrade it. Because it was previously an expensive business device, the case is high quality and stable. A new device for 300 euro can hardly do that.
