Yes, there are noiseless laptops that do not have a built-in fan and are accordingly cooled passively. Simply enter "Laptops fanless" or "Laptops passively cooled" in a search engine and analyze the search results, e.g. Whether these are in the desired price segment and correspond to the intended use.
Alternatively, you could try to get the existing laptop quieter using a software fan control (e.g. NoteBook FanControl - NBFC).
