I have a laptop that has gotten pretty slow. That's why I ordered a new PC.
The question: When I log in to my new PC in Steam with my account, do I see the games that I bought and can I simply download them? I actually assumed until I read various articles that said that somehow you had to transfer the games to a hard drive and then to the new PC.

All the games you bought are saved on your account and you can simply download them on a new PC. You can do that with the transfer, then you no longer have to download the games but can simply access them again.

Steam offers you both options: Download new (which can take a very long time under), or "Export" (see the menu item "Backup and restore games" in the Steam menu, top left) and import on the new PC. The best thing to do is to export the device to an external HDD, which you can attach to the new PC for import. You can export or "save" all games that have already been installed in a single operation.
