Uplay error message: lost connection?

I recently bought a key for rainbow six through MMOGA and of course wanted to try the game right away. But when I downloaded the Uplay Launcher and created an account, I get the error message after logging in: Connection lost. Then I checked my internet connection again and knew that it couldn't be because of it. I tried everything possible to somehow solve the problem: I deactivated the firewall, I often reinstalled it, I tried to start it via the administrator, but nothing worked. Then I tried to download Uplay on my laptop and, strangely enough, there was the same problem. Is Uplay somehow blocked by the ISP or how? Can someone help me?

btw I deactivated the entire firewall for uplay, because uplay was strangely not displayed under Control Panel -> System and Security -> Windows Defender Firewall → Let apps communicate via Windows firewall.
