I've shut down the laptop several times, but keeps showing it. How do I fix this or can I update Windows at all because it was said that certain services will no longer be available for certain services?

A small input window opens. There you enter "Services.msc".
Press enter
The Windows service management opens
You are looking for the Windows Update service. Right click and then start.
