Here is a tip from me: From 2020, the support for Windows 7 will be completely set. I would install a Linux distribution on the laptop. For example, Linux Mint. This is one of the most widely used distributions with a large community.

As a video editing program, I recommend OpenShot. You can install this with Linux Mint via package management. OpenShot is free software and supports resolutions up to max. 4k. The video tracks and soundtracks can also be edited separately there. Finally, you can export your project in various video formats or upload the same with the integrated Youtube upload function.

OpenShot also runs on Windows 7 64bit with Service Pack 2. Here is the download: https://www.openshot.org/de/download/ Then you can use it there as long as there's still support for Windows 7 there. If you then switch to the support setting from Windows 7 to Linux, you do not have to get used to in the OpenShot operation.
