After the BIOS has loaded, the active operating system is loaded. This doesn't happen with your computer. Contrary to the answer from Anubis57, the DOS level did not look like this in the past. When DOS was loaded, the boot partition was displayed. Usually "C: \". What hammerheadslf wrote would also make sense: Check whether any medium is inserted (CD / DVD, USB stick, memory card, etc.).
The simplest test would be to insert the installation disc. If this is recognized, the BIOS has already been loaded. Then there's some evidence that the operating system (for whatever reason) was not loaded (I assume that you have not changed anything in the BIOS!). Perhaps real PC experts still have a few options up their sleeves on how to avoid a new installation. As bitter as it may be, my solution would be to reinstall it.
