Is it possible that one connects the laptop with the PC to produce so two monitors so from the PC and the laptop
Laptop with PC not, but the laptop with the screen from the PC.
This is done via the VGA / HDMI cable on the monitor. Complete it on the PC and on the laptop. Maybe you need an adapter from VGA to HDMI / the other way.
If you do not always want to plug in you can also install a VGA (/ HDMI) splitter. This includes a having of the monitor in 2 ends for PC and laptop. Please only use either laptop or PC.
If you want to see the same image on both monitors, you could stream it from the PC to the laptop.
If you want to use the monitor from the laptop as an extra screen, you will need a video input on the laptop, but these are extremely rarely installed. You would have to retrofit such an entrance in which you, for example. A capture card connects. How well the PC recognizes them as a monitor is another matter.
The monitor from the PC, however, you can connect to the laptop so there 2 screens to use.
How exactly do I stream that?
Are there different possibilities.
One is e.g. The use of the Meeting function of TeamViewer.
Rather no than yes.
You could set up a network. But I advise against it. You prefer to buy a second umbrella. You will have more joy with it.
