Nonsense. Have a Chromebook with 12h battery life for 300 euro. Chromebook is of course not that cool, but a lot is possible in the price range.

Take a look at used notebooks at Luxnote-Hannover.de, nbwn.de or eBay. From the battery life, I can highly recommend a Lenovo x240 (12 inch), Lenovo T440 (14 inch), these usually cost between 200 and 400 euro depending on the equipment, have an integrated battery that is permanently installed and a replaceable battery in the Housing, with the largest interchangeable and fixed battery, you get a runtime of up to 17h according to the manufacturer.
I personally had the x240 with i5 and 8GB Ram and the largest battery for 3 years and mostly got 8-10 hours of use (programming, Photoshop, surfing, video watching, recording lectures, etc.)
At work I currently have a T440, which is the same device, only with a larger display, there's also the T540 (15 inch) series. I would recommend you to take at least the 40 series, since from this an Intel i processor with 15W power is used.
