Is this laptop suitable for After Effects? I tend to have smaller projects so it does not necessarily have to run at peak performance.

If not, can you recommend another?

This laptop is not suitable for AE. Here is a PC (brand selfmade) which is minus cashback, games, mouse, keyboard and monitor under 1000 euro and has better performance:

Keyboard (Sharkoon Skiller SKG3 Red): https://www.amazon.de/...076X4C5RH/

Mouse (Roccat Kova): https://www.amazon.de/...016A9XAXS/

The graphics card is okay, only the processor with 2 cores and a maximum of 3.5 Ghz is a bit weak chest.
Is just the question of what you do with it.
He is probably a lame duck for 3D and complex particle effects. For bissl green screen and smaller animations he is probably ok.
It will take only a bit longer to render.

Why do not you get it for the same price:

Smaller video edits nothing special with 3D, but I look at yours once Thank you.

In your linked, which is not rather worse because he has only 8GB of working memory?

Ah sorry, but check it out, there were several laptops for the same price with quad core and GTX1060. There's certainly something with 16 GB.
