High CPU usage in games?

I have a problem with the CPU usage on my gaming laptop. When I start a game the CPU starts up% and jumps to 100% every now and then. Then it jerks completely. In the past everything went well, but recently the laptop has been zipping around. I've already reset it, but it didn't work. I also have a house fire behind me and maybe it is because of the dust that got into the laptop (but was only minimal)?
