I realize I will not get a state-of-the-art and ultra-strong laptop for this budget, but I'd love to be able to play the latest games on medium.

For 700 euro you will get an all-round laptop of the middle class. For 900 euro you can expect more. Remember that you can't upgrade a gaming laptop. There you have more in the advantage with a gaming PC. That's why I would recommend you a gaming PC.
