Bo4 is not running on my gaming laptop?

So the 1060 is not the best graphics card right now but it should work. Maybe you put something wrong in Kondifiguration. Or you confuse Ping with FPS. Another alternative is to turn off the graphics adjusters

Ping is the latency or speed of your Internet, that is: a lower ping is better than a higher, the lower the better. Everything near and over 100 is unplayable.

And FPS (frames per second) is the number of images your graphics card can bring to the screen. Here it is logically better if the number is high.

Look in your settings to see if the game really runs on the graphics card and not on the graphics unit of your processor.
