You can easily test the speed with simple tests and watch the actual upload and download for yourself.
Google for "Internet Speed Test" or something like that. Are heaps.
Otherwise you could test different browsers, maybe slow down a slow browser or an add-on from a browser or VPN settings or anything else?

Have you already tested different browsers? To throw some in the room: Firefox or Google Chrome.
Disable or delete all addons / browser extensions.
Maybe re-download for 64 bit or 32 bit, depending on which version you have.
Do you use a VPN server or a proxy server that slows you down?
Of course, sometimes create the wireless connection again. So disconnect network and search again. Maybe even a network cable, so use LAN cable, then you can see if it is located on the wireless.
If everything does not work, you may be able to select a recovery point on the PC.
