Is the picture from a laptop on monitor with VGA good?
Apart from the fact that USB-C to VGA is not possible without an adapter (because digital to analog), the picture will have a very low resolution. You have to decide for yourself whether that is a good thing or not. Compared to the current technical standard, it is miserable.
Yes, I would do it with an adapter but are 720p displayed on the monitor?
Actually it is a maximum of only 1024x768 in a ratio of 4: 3. That would be less than 720p, called XGA or EVGA. That would be more like 576p.
I recently connected a laptop to two monitors via a docking station, one via VGA and one via DVI. VGA creates Full HD, but the VGA image is not really good in comparison to the DVI image on the monitor next to it, which is identical in construction. Maybe I'll buy a higher quality VGA cable for the setup, I suspect interference from the outside, but you've probably reached the technical limit of VGA.

DVI is 20 years old technology, VGA is more than 30 years old technology.
If you have a choice between the two, then DVI.
I don't have any recommendations for adapters - if I already have modern signal sources, I try to use them and not to obsolete. My DVI / VGA experiments are due to the fact that the docking station does not output anything else.
