So I want to buy a laptop that is freedos and would like to transfer the Windows version / license from my old laptop, is that possible or do I have to buy new software?

If you enter "Transfer Windows 10 license" on a search engine of your choice, you will find numerous instructions whether and how to do it.
If Windows 7 is installed on your old laptop and is not updated to Win10 and there's a sticker with a Windows 7 key, then it should work: install the appropriate version of Win10 on the new computer and enter the key.
If a computer with an existing Windows 7 license is updated to Windows 10, the license is bound to the device and you can no longer use it for another device.

Why should it work? If you could just activate Windows 10 with the same activation key on different computers, these keys would be relatively meaningless. The keys are compared online, once a single-user key has been used, you can only activate it with this Windows on the computer on which it was originally activated.
