You can be happy if you can play the Legendary Edition smoothly at low settings. There's no more than 40 FPS in there.

I see you are also interested in mods, which sometimes swallow a lot of computing power, so you should plan a buffer. In addition to Skyrim, I also highly recommend Enderal, a total conversion based on the original Skyrim. You couldn't play them with the Special Edition.
