No, that's not how it works (unfortunately). You can only install a more powerful CPU and increase the RAM if necessary. With some high-quality laptops, a better GPU can also be installed. But that's about it. There's no increase in performance using USB and can't be implemented technically, since even with USB 3.1 the data throughput would be too low.

According to your description, the soldered CPU is the bottleneck. You can't do a lot there.
Either you will find a specialist workshop that can still replace the CPU without the risk of this intervention (if they can't guarantee success, then leave it alone).
