Probably a stupid question but is the USB C 3.1 Gen 2 also Thunderbold? Do they look the same or right? Background is that I have the USB C 3.1 Gen 2 connection s.Laptop and if necessary. A device could get what the Thunderbold 3 connection requires. Question, is that possible?
That depends on the device. Thunderbolt 3 uses PCIe 3.0 lanes. If the device only supports PCIe, then not. However, the device would also need USB controllers to support USB, so at least my assessment!

USB C is a mechanical standard. Not more.
USB is never Thunderbolt. Universal serial bus is a protocol, so Thunderbolt is a PCIe connection, a completely different protocol.
TB3 can use USB C as a plug standard, as well as any USB interface but that's it.
To your question: No, that will not work.
