Why is the Steam download not working?

I was about to download Steam, but whenever I want to open it, it says: "Steam is being updated…" and under it "Package is being extracted". When that is done, a notification appears that says: "Failed to load steamui.dll". I have absolutely no idea about technology and don't know what went wrong there. I use an HP laptop if this info is needed.
