Notes on Ipad or laptop?

I'm studying computer science and would like to get an Ipad to write on the lecture slides, because printing them is too tedious for me.

I own a convertible laptop (Hp Envy x360), which theoretically you could write on. Then I just have to buy the right pen.

However, I have read that the writing quality on the Ipad is much better than on the laptop. In addition, I don't know of any good programs on Windows that can be used to take good notes. I would like a program like GoodNotes.

My question now is whether an Ipad is worthwhile or whether it is better to just buy the right pen. Are there programs on Windows that are comparable to GoodNotes?

I look forward to your answers.

I would stick with the convertible and buy a matching pen.

You can then use OneNote to take notes. It's part of Microsoft Office. As a student, you get Microsoft Office for free as an Office 365 Education license.

My personal preference would be the iPad, it's really fun to work on with the Apple Pencil, it's light and very portable, you have a camera that you can use to scan documents, etc. I would get an iPad (Air 4 or Pro 11 "2020) with an Apple Pencil 2. Goodnotes is great software, great for taking notes.
The only disadvantage of the iPad is the cost, a pen for your notebook is of course cheaper. But if you have the money I would take the iPad, because Windows is simply not made for touch and pen input and not optimized for it. It's a lot less fun to work on.
