My laptop is connected to electricity so that it can be charged and the battery is also in it. When the battery is full and I take out the cable (remove it) the battery has to hold out. Then it says that the battery lasts 3-4 hours, for example, and after 30-40 minutes the laptop goes off without warning and the battery is empty, can someone help me?

"Relatively new", what do you mean by that? Is there any guarantee or warranty on it? Have you registered with HP?

Yes, if it is changeable, then definitely. If it is permanently installed, i.e. Has to be changed by service, write to HP. Your laptop has a unique number, you give it to them and they'll tell you how to proceed.
That depends of course on the battery, but as far as I know you are only obliged to run it for 1 year / make 500 charge cycles. After that, the performance can decrease significantly depending on use.
In that case, a new battery would be the solution.
