Bingbing - annoying machine?

I have a question regarding BING! -

I googled everything and get no help.

I'm trying to remove the toolbar and preferably the whole program.

Now to my laptop. I have a HP and Windows 10 installed. Use either Internet Explorer or Edge.

The problem: they are supposed to say that under the gear what to find.

I do not even have a gear here in the top right corner. And the gear I have shows nothing of what they advise me. Search all the way to bing app also under Settings and so on.

and how do I prevent that I reinstall bing.
