This depends primarily on the design or the connection of this card. 20 years ago I had something like a PCI card… Was called "PC Sheriff". The problem will be that you will hardly find an internal slot for such a card in a notebook. No idea if you can misuse the internal slot for WLAN cards… Or if there's a card for this purpose with such a connection.
I think the prospect of success in this regard is slim.
But there are also pure software solutions for something like that… They do not require an additional card. Often used in so-called kiosk systems, e.g. Public Internet PCs in libraries, etc. Or in classrooms.
It is possible that the above PC sheriff now also exists as a pure software solution… I actually thought the card was unnecessary at the time and assumed that it was just a capped software dongle… Especially because the card also serves as a connector for the external parallel Port (sic!) And you only needed it to install and / or uninstall the software.
After a restart, the system is reset to a previously defined state. Under the hood, it's nothing more than a backup image that is restored every time you start it. Typically, the software creates a hidden partition on the hard drive where the image is stored.
