Just because you don't secure your computer properly… Does it have to be your neighbor? The police laugh at such allegations. The hacker can also be located in New Zealand or Timbiktu. Buying sensible protection software and being stingy doesn't help here.
Can it be that someone just goes to your PC? Roommates, parents, etc?

this should be done at least twice a year and not the same everywhere and these should not be easy to guess.
