The problem is that my CPU and very rarely my GPU suddenly fails for a few seconds to 100%, otherwise it is always on 30 to 40 percent, which then also causes annoying laggs.

Since the problem only occurs in a game there's the problem to look for. If there was a problem with the hardware or software, it would affect other games as well.
