Homepage is not displayed correctly?

A homepage is not displayed correctly for me, regardless of whether it is in Firefox or Explorer. The pictures are not there, the order is wrong. Also on different laptops or PCs. Why is that and what can I do? I attach a screenshot.

The screenshot is useless.

The CSS file is linked incorrectly in the source text…

In short, there's a lack of data such as the background (images) or certain scripts that control the design. Or this data is in the wrong place, either it comes in the right place or you change the path in the script.

Three mistakes are likely.

It was forgotten to upload image files, scripts and the like.
Absolute file paths were used that also refer to the computer's system paths. Relative paths should be used.
Umlauts, ignoring upper / lower case and spaces in the paths should be avoided.

I wouldn't trust the site for a long time. It looks like an archive page, deprived of all resources
