CPU overclocked by the laptop by itself?

I have a laptop with an Intel Core i5-8250U. However, this is almost always around 3.30 GHz instead of 1.60 or 1.80 GHz clock frequency without having actively changed anything. That is probably the reason why the laptop or the fan is always so loud.

My question is: How can it be that the CPU is almost over-clocked by itself? Is there something you can do to make my laptop run quieter?

I happen to know someone who has the same laptop and the GHz number is lower and the volume caused by the cooler is lower.

I would say that if the fan is abnormally loud that it should be blown out or cleaned

It is completely normal for the CPU to clock up and down. You can put your laptop into energy-saving mode, then the CPU will no longer clock as fast.
