I own a Medion Akoya MD8890 with an Intel Core i5-2300. At the moment it looks like this:

The PC is too loud for me. So I want to replace the CPU cooler and the power supply. In this question, first to the CPU cooler. I have the following requirements:

PWM
Base: 1155
maximum height: 15.6 cm
maximum width: approx. 13 cm
including fan
quiet (ie under 20 DB?)
Max. 50 euro

It should be cheap, but not cheap. It is important to me that it is as quiet as possible. Not inaudible, but so that you will not be disturbed by it and that, for example, you can watch TV while the PC is running, without having to raise the volume by 5 units. And that you could sleep without earplugs, as is possible with a laptop.

For your i5, you do not need such a big cooler, apart from the fact that your PC case probably can't even accommodate it due to the mass.

My PC with wisdom from stronger hardware needs only about 250-300 watts when gambling.

Be Quiet gives in their power supplies, the continuous load on which the power supply can spend, not the peak like many other manufacturers. Therefore, a 400 watt power supply is enough for your PC.

FSP is synonymous but not a bad power supply manufacturer, are you sure that the power supply is also loud?
