Sparks from the laptop charger?

Tonight I wanted to charge my laptop, but when I tried to plug the plug into the socket, there was a blue spark and a hiss. The whole thing just happened again, once again a blue spark and a hiss, and then just a hiss. (in all three cases the cable was not yet connected to the laptop)

However, when I plug the charger from my cell phone into the socket, nothing happens.

why is that? Is that due to the laptop cable? And is that dangerous?

It's the cable I would get a new one!

I would suggest you get a new laptop cable.
