I have a new laptop. On it is Windows 10 and you.a. Office 2013 Professional installed. All Office applications do not accept the mouse or keyboard every few minutes. The programs seem to have hung up. After approx. 10 to 20 seconds the entries are visible. Reasonable work is not possible with it. Who has an idea?

This looks like the CPU is likely to be running at full capacity by another process for those few seconds. Take a look at the task manager, or let it run, then you should be able to see which process generates the load
It's not a problem with too many processes, but disk usage suddenly jumps to 100% for no apparent reason.
Look in the event display, if there's something at the time.
Otherwise test the disk by entering the command in the Windows command prompt:
sfc / scannow
Another option would be to temporarily disable the virus scanner.
