You can also edit pictures on a 20 year old PC. A single core CPU and a few MB RAM is sufficient.

You may want to specify what images you want to edit and what software you want to use. MS Paint is very easy and quick to use.

It's always just a question of speed… If you want to render a 4k video with a single core CPU, it doesn't take minutes, but several hours or even days.

So yes, the CPU is actually okay, but don't expect to be able to render a 10 minute 4k video in real time.
