I bought Windows 7 on CD in the store a few years ago. It's still around me. On ebay there are "Windows 7 full versions" from 2 euro. Or is that just a key? Do you need that too?
Whether you find Windows 10 cluttered or not, should play no role in the decision. The support for Windows 7 has already expired, it will be brought out only security updates.
Windows 10 is the future and I find it totally backward to spend money on Win 7 now.
In Ebay versions, I would be careful, at least if the sale happens through private.
Microsoft does not sell Windows 7 anymore (you know…). Whether you buy Windows as a disk and install it from there, or whether you only get the key for your money, also does not matter. You can also do the download without paying, just do not activate it.
The support of Windows 7 will be discontinued soon, so I recommend you to make friends with Windows 10. In the course of security, that is probably necessary.
You can install Windows with a CD or a boot stick. There are enough codes for this - as you already said - on eBay.
