This question might sound silly, but I have no idea about software. I would like to buy a notebook without an operating system (as it is cheaper) and install Windows on it myself - do I have to buy Windows again or is there somehow the option to transfer the operating system from one device to the other?

Three options:

You transfer the license from one device to the other. You can. Then you can use Windows on the new computer, but you are no longer allowed to use it on the old computer. Then you have a bare reinstallation
You make an "image" (a clone) of the hard drive of your old computer and play it on the new hard drive. Then, in addition to the first, you have everything as before. The same applies to the license.
If you want to continue to operate both computers, you also need a Windows license for both. Then you can still pursue approach 1 and approach 2 with the new license - only that you can still run Windows on the old computer.

If you bought Windows, you should have a key that you should find in your Windows account. You may find information there on how many computers you can use it on and for which Windows versions it applies.
