Theoretically goes via WoL. Then probably needs a router or other network device that can run the script for it. The Fritz boxes could do that (as far as I know).

With some PCs you can set something like this via the BIOS. Have a look there, you might find something.

Not necessarily. If the BIOS is configured accordingly, it works even when the PC is shut down.

At least State S5 is required. So also what is called "switched off". G3 just can't work.
