I've got such an old cable from a laptop power supply lying around that I've cut and stripped it off. Do not ask why.
My question, what would happen if someone stupid plugged in the cable and touched the three out-looking wires?
My opinion:
Since people react differently to an (unexpected) electric shock, I tell you the following:
You always have to expect that when a human touches a live cable, it can die from the blow!
You do not do that. If you strip a cable and it is designed to be plugged in, then you secure "the construction site".
You should never handle live parts or change them so that they can be dangerous for others!
There are actually only 3 things that could happen:
If he / she is lucky then the FI triggers and he / she could survive it
If he / she is unlucky, there will not be enough residual current flowing through the PE conductor and he / she would get a fatal electric shock.
If L and N / PE touch, there will be a short circuit.
The consequential damage could be problematic.
Dispose of the cable as fast as possible.
Depends on which side you stripped it off. On the side with the 230V plug → this can be fatal. On the side with the 12V plug → because you realize at most a strange draw, if you lick it.
