So far I have bought two used Dells from former company inventory. Was actually satisfied. Brand new I think I would tend to Acer. And if you just want to gamble Alienware. Where we would be back at Dell.
The sensations of what a good value for money, is rather subjective. A gamer would put a lot of emphasis on graphics performance. A businessman attaches importance to long battery life. The casual user on a fast cpu. The hacker on large storage and flexibility, etc. Etc. Etc.
For example, it was very important to me that the LT has an SD slot. Since I'm not a gamer, the LT does not need a high graphics performance. Also, I do not need 8GB of memory. A CD burner should be there. An SSD is also no mistake. Since I also do not want to save movies, a small plate (120GB) is enough.
WIN 10 (in whatever form) should be self-evident. Pay attention to a 64 bit version, then you are on the safe side for the next 4 years.
