Someone lives in Egypt for life. Limited budget.
Somebody was born there. Lives and works in Germany for 8 years. Then go back.
There he experiences the modern infrastructure and tries everything out. Laptops vacations etc
You can't say that across the board. Emigrating is very stressful, as is constant moving. Some people are satisfied with a simple life that is organized, others like to travel around the world in order to discover as much as possible.

but then he gets a crisis when he goes back to dictatorship
You never know in advance whether something will come up or whether plans will come to nothing. In Germany, however, you could make good money and get an education.
Say, the last people I spoke to in Egypt also had laptops. And internet. And a flat screen TV. Well, it now depends where exactly you live, but all the time you pretend Egypt is somehow behind the moon. They know both laptops and vacations.
And I doubt that someone whose father is supposedly an army officer has not enjoyed CERTAIN privileges.
Otherwise… When you return to Egypt you will probably not be able to work quite as extensively with all your mental illnesses. The 8 years in Germany don't really help you, especially if you've been kicked out of university and have a bunch of lawsuits going on.
What you might be interested in though: Egypt is delivering to Germany, as far as I know.
Yes. I also had a laptop and internet there.
But no expensive laptops.
I now have a laptop, which costs 1200 EUR. Something like that is very expensive. You have other priorities.
